Credentials: press access and site clearances that hold up at the perimeter. ICS familiarity: they check in, follow comms, and work the operational period without costing command attention. Self-sufficiency: their own food, power, and comms, so they draw nothing from the response. Conduct: PPE, briefings, and the judgment to stay out of the work. Delivery: same-day, with ownership terms in writing before anyone rolls.
